Project Overview

Dees Memorial Park is a cornerstone recreational facility for the Town of Pikeville, and Phase 1 improvements represent an important investment in the community’s athletic infrastructure. Frank Land Design, PC was engaged by CRA Associates, Inc. to provide civil engineering design and permitting services to help move the first phase of the park’s baseball-focused improvements from concept to construction.

Working from the CRA master plan and within a defined public funding budget, our team supported the Town’s goal of enhancing park functionality while navigating complex regulatory and environmental requirements.

Our Role

Frank Land Design served as the civil engineer for the project, providing site design, permitting, and construction-phase support. Our work focused on creating clear, buildable plans that balanced usability, constructability, and regulatory compliance.

Services included:

• Site and civil engineering design for Phase 1 park improvements

• Grading and drainage design

• Erosion and sedimentation control permitting

• Stormwater compliance documentation

• Preparation of construction documents and technical specifications

• Coordination with the Town of Pikeville and NCDEQ during permitting

• Construction administration, site observations, and project closeout support
