New Town Hall – Advanced Planning Design Services | Pittsboro, North Carolina

Project Overview

Frank Land Design, PC partnered with Hobbs Architect, PA to provide advanced civil engineering planning services for a proposed new Town Hall for the Town of Pittsboro. Located at 205 JA Ferrall Street, this effort focused on early-stage feasibility, site evaluation, and conceptual planning to help the Town understand development potential, constraints, and budget considerations before moving into full design.

This planning phase was intended to inform decision-making—providing clarity around zoning, site requirements, utilities, and overall site layout while minimizing upfront risk and cost.

Our Role

Frank Land Design served as the civil engineering consultant for the advanced planning phase of the project. Rather than producing construction drawings, our scope focused on investigation, analysis, and conceptual design to support informed next steps.

Services included:

• Review of Town of Pittsboro and Chatham County Unified Development Ordinances

• Site feasibility analysis for a new municipal facility

• Preparation of a Site Investigation Report (SIR)

• Conceptual site planning for the proposed Town Hall

• Evaluation of zoning, setbacks, buffers, parking, and development requirements

• Preliminary stormwater and site constraint evaluation

• Assistance with site-related cost considerations

Results

The final deliverables provided the Town and design team with:

• A clear understanding of site development requirements and constraints

• A conceptual site plan illustrating building placement, access, parking, and future expansion potential

• A defined permitting and review pathway to guide future project phases

• Preliminary site cost insights to support budgeting and capital planning

This advanced planning effort helped establish a strong foundation for the Town of Pittsboro’s future municipal facilities while positioning the project for efficient progression into detailed design.
